Personally, I locked one faction first through doing daily missions and then waited to do the other unlocks when I got my epic ship at 34. A lot of people think you should lock your second and third faction earlier, but it's a lot less grindy this way because when you have a 34 ship you can take out more powerful NPCs who give out 6k+ rep per kill.You can't, unless you stop collecting/doing the dailies.
